Executive summary
This report provides independent advice to inform the Ministry of Justice guidance and District
Licensing Committee (DLC) training on the implementation of section 203A(2)(d) of the Sale and
Supply of Alcohol (Community Participation) Amendment Act 2023. This new section 203A(2)(d)
requires DLCs to establish appropriate procedures that allow for tikanga Māori to be incorporated
into DLC proceedings and comes into effect from 30 May 2024.
